Lucien-Anatole Prevost-Paradols conceptual idea of parliamentarism

In the article there was an attempt to expound the fundamental principles of the conceptual idea of parliamentarism which had been established by Lucien-Anatole Prevost-Paradol in his work The New France. Prevost-Paradol had included two essential elements in the conception of parliamentarism. Firstly, it is the political responsibility of the Government before the Chamber which had been electing by the general direct elections. The second element of parliamentarism is the Governments right to dissolve Parliament. Such way, Lucien-Anatole Prevost-Paradol had managed to uncover the essence of parliamentarism as a system of organization and functioning of Supreme State Power. Many of Prevost - Paradols ideas later reflected in Constitutional Laws of 1875. They were implemented in the creation of Bicameral Parliament, in the election of the Chamber of Deputies on the grounds of the general direct election; collegial responsibility of Ministers to Parliament had been providing.
