Under conditions of globalization and transformation of socio-political and socio-economic relations, the elaboration of the concept of a modern social welfare state and revealing the key directions of the social policy of the Russian Federation become topical. The study and analysis of the judgments of the Constitutional Court of the Russian Federation and the formulated legal positions over the period of 2008-2016 let the authors state system problems of legal regulation and realization of social human and citizen's rights in Russia. The examined constitutional practice showed that these problems can be solved by applying various in contents levers, including the mechanisms of the constitutional court compliance control.
