The concept of socio-economic development stragedy of subregional entity

Today for solving problems of regional and municipal development authorities are trying to use the mechanisms of inter-territorial cooperation. The result of such interaction within the region there are various inter-municipal education. The emergence of such associations gives the grounds to speak about a gradual institutionalization of the sub-regional level. But these sub-regions insufficiently integrated in the system of regional strategic planning. The article is aimed at critical understanding of the Russian and international experience of formation of sub-regions, and to submit proposals for the development of subregional strategies. To justify the concept of strategy of the sub-regional level, the authors propose a typology of intermunicipal entities, including three types: self-joins, unions based on counter-initiatives of the state authorities and local self-government and the unions on the initiative of the public authorities. In the article, the experience of Sverdlovsk region on creation of administrative districts that belong to the sub-regions formed on the initiative of the authorities are the most discussed. The deficiencies of the system of regional strategic planning, including in the aspect of territorial management, assessed. Authors propose the concept of strategy of social-economic development of sub-regional entities. The authors believe that the approach to the creation and implementation of subregional strategies should be as devoid of disadvantages of the modern regional strategic planning. They offer some solutions to these problems.
