Currently, in Russia, there is no uniform understanding what state criminal law policy should be, and there is no officially adopted concept of criminal law policy. Meanwhile, the concept of criminal law policy, based on a comprehensive, accurate and timely formed criminal law statistics is essential to ensure public interests in protecting the rights of the individual, society and state against crimes. In addition to this primary objective, the concept of criminal law policy must desist from the vicious practice of making unsubstantiated, inconsistent and contradictory changes in criminal, criminal procedure and penal legislation, as well as improve the efficiency of activities of law enforcement bodies and reduce the real crime.
