Smart-city concept and its implementation in Russia and northern europe

The purpose of the article is to determine the basis of smart city concept; review of related terminology; consideration of the concept of smart city in Northern Europe; review of examples of the concept implementation in the cities of Northern Europe: high-tech solutions for the development of urban environment. The term "smart city", as a rule, involves the development of "smart" industries, for example, information and communication technologies and related sectors, as well as the use of modern technologies in everyday life, transport management, logistics. In addition to digital goals, smart cities in Europe are committed to environmental sustainability, adding to the concept the principles of a green city, designed to consider social, economic, environmental impacts and sustainable habitat for its residents. The latter provision is less relevant for Russian cities, which are focused on developing the concept of smart cities primarily in the direction of their digitalization.
