The concept of universal basic income: discourse and perspective

The article reviews the concept of universal basic income (UBI), also called unconditional basic income, citizen income or social dividend. The concept stands for a fixed monthly or annual payment that every citizen receives from the government without any conditions throughout his entire life. This concept causes lively discussions in societies, including in Russian conditions; so far, some UBI pilot projects have been completed.
