Conceptual foundations and practical aspects of the formation of rural areas through hubs

The article is devoted to the study of the role of innovation hubs in the development of rural areas using the example of the Krasnodar Territory. The authors conduct an in-depth analysis of the factors influencing the success of the implementation of innovative solutions in the agricultural sector, paying attention to the climate, natural resources, social structure and cultural specifics of the region. The main problems are highlighted, such as limited transport infrastructure, labor shortages and low level of informatization, which hinder the full functioning of innovative models. The stages of implementing the concept of innovation hubs are considered, the insufficiency of existing regulatory and legal acts for the full implementation of innovative technologies in the agricultural sector is noted. A critical review of the measures taken by the state is carried out, the need for detailing the criteria for selecting regions and strengthening the mechanism for financial incentives for innovative initiatives is indicated. In conclusion, practical recommendations are offered to optimize the process of implementing innovation hubs, including the development of clear standards for assessing the maturity of regions, strengthening targeted financial support, intensifying information campaigns and improving the communication infrastructure. The study confirms the important role of innovation hubs in improving agricultural efficiency and suggests ways to remove barriers to realizing their full potential. The results can serve as a basis for developing a strategy for long-term sustainable development of rural areas.
