The conceptual basis of the governance system reform in British India in the last third of the XIX century

The subject of the article is the theoretical discussion on the problems of the reform of the governance system (Raj) in British India which took place in Great Britain in the last third of the XIX century. The author analyzed the views of A. Lyall and F. Roberts on the tasks of the Crown, the British government and the Indian Civil Service in the economical and political modernization of the colony. The author emphasized the role of the Sepoy Mutiny of 1857-1859 in the transformation of the relations between British bureaucracy and highest Indian castes.
