Conceptual questions of the sports medicine organization at a regional basis

During the last decades, sports medicine has undergone many changes due to the economic reforms in the Russian health system; unfortunately, not all of these reforms are positive and they do not represent the contemporary realities (2). The principles established by the Soviet public health system were gradually replaced by the market values (market universality, self-controlling operation, the priority of contract relations, pricing discretion, decentralization of management and autonomy, economic efficiency at the expense of social orientation), which does not always lead to the harmonious development of the industry.
