Conceptual tools for digitization of measurement and assessment of the use of research results and publications in the Russian Federation policy

To assess the use of research results and publications in the field of social sciences and humanities in the policy of the Russian Federation, the authors proposed a comprehensive analytical-digital method. It consists of a system of vectors and questionnaires based on three stages of the formation of the policy of the Russian Federation. They are 1) development («Development of the Policy of the Russian Federation: Assessment of the Role of science and scientific publications»); 2) functional assessment («Implementation of the Policy of the Russian Federation: Global Scientific Assessment of Functions»); and 3) effectiveness («Scientific Effectiveness and Problems of the Policy of the Russian Federation»). The authors consider a benchmarking method (a comparative analysis of national indicators with indicators of other countries and international organizations), as well as a method of digitalization and vectorial document-cognitive citation. The rating system proposed in the article allows evaluating the policy from the point of view of the public, an independent professional scientific and business community. In conclusion, the authors suggest creating a research center on the base of public-private partnership, which would deal with issues of measurements and assessments of the role of science within the stages of development and implementation of the state policy.
