Conflictological expertise of the regional security problems in the new electoral cycle (in the context of Krasnodar territory)

The article gives the results of the conflictological analysis of the regional ethno-political situation in Krasnodar Territory in the conditions of development of а new electoral cycle. The purpose of the article is to assess the level of ethno-political tension in the region and the degree of influence of the new electoral cycle over the ethno-political situation in the territory. The theoretical part of the article presents the analysis of the potentialities of the scientific conflictological assessment of the heterogeneous society, several factors of social and political conflicts in the regional level, there are some assumptions about the effective means of reducing tension between the regional groups of interests, the settlement of the ethnic conflicts, achievement of the communicative agreement, internal stability, stability of the political interests, especially in the situation of development of the electoral cycle. The application part of the article reveals the results of a sociological survey (method of the expert survey) conducted by Institute for Social and Economic Research and Humanities of the South Science Center of the Russian Academy of Sciencies in April - May 2016 in order to study the ethno-political situation in the Krasnodar Territory. The study found that foreign ethno-political situation in the region is calm, however, there is a latent ethno-political tension that experts do not directly link to the electoral cycle. The main reason for the ethno-political tension and both the threat to regional security is called the high level of migration activity, the fall of living standards rise in unemployment, which contributes to an increase of crime rate with an ethnic component and activation of extremist forces. In assessing particular attention of the ethno-political situation in Krasnodar Territory is paid to NGOs as an arbitrator in Krasnodar Territory in settlement of the ethnic contradictions in the region.
