The study discusses conservative ideology as a condition for mobilization, political legitimization, and goal-setting in the political reform of modern Russia. The current ideological and identification crisis behind the problems with identity and self-determination of Russian society necessitates the consolidation of the people. Conservative ideology is historically the closest to Russia. However, the liberal radical reforms of the 1990s have led to the transformation of conservatism into neo-conservatism. This study examines the essence of the transformation of a conservative ideology and the possibilities of conservatism as a consolidating ideology. The author provides a comprehensive analysis of the conservative political ideology, its strengths and weaknesses from the perspective of its opportunities and threats. In the author’s opinion, conservative political ideology can become a factor in Russia’s political reform. Consolidation mechanisms subject to system management have considerable potential to achieve the goals of a public association.
