Analyzed the humanitarian, legal and moral traits of the Russian Federation Constitution of 1993. Presented the results of the rulemaking activity to amend the supreme normative legal act of the Russian Federation for the period of its existence. Analyzed the problems that are typical in Russia, and suggests possible directions of development of the constitutional and legal policy for the near future. Considered the specificity of the work of the Constitutional Court and a comparative analysis of constitutions of other countries in the context of compliance with international law. Presented the main directions for the fight against legal illiteracy of the population due to the fact that the Basic Law of the Russian Federation has the rights and obligations as a citizen to the state, and the state in relation to the citizen. Also identified the need to balance search engines between stability and firmness of the Constitution, and the need to improve legislation through the reforms. Presented the actual problems of formation and development of the constitutional and legal security of the society and the state against the background of internal and external statehood threats. Analyzes the nature of government regulation in all major areas of social development, relations between the state and the citizen with the person, taking into account the fact that the Constitution of the Russian Federation is not only a legal act, but also the source of all rights in the country.
