The constitutional model of Russian federalism: development problems and prospects

This article is discussed the issues of constitutional consolidation of key characteristics of the Russian federalism. There are analyzed the characteristics of Russia's federal development and related difficulties thereto, associated with the quantitative and qualitative composition of federal entities. The article author is directed the attention that unity and diversity must be organically combined in a federal state, it allows to develop a multinational state. As the same time the conclusion is made about inadmissibility of the critical difference in a social -economic life of the regions. There is noted the failure of the actions taken by Government towards living standards equalization in the federal entities. The constitutional-legal model of divisions of jurisdiction and powers between federation and entities is critically analyzed in the article. The greatest number of comments is concerned with the legal uncertainties in securing and funding powers of the Russian Federation entities on the subjects of joint jurisdiction. Similarly, the article analyzes the proposals of a number of scientists on the Russian federalism reorganization. Conclusions are made about the excessive power centralization, which is aimed at the imposition of unity in the federal relations, about the federal power necessary to stimulate the adoption of independent decisions by the regions, which would contribute their social-economic development.
