Legal and constitutional analysis of institution of population in the development context of the principle of democracy in Russian history

The article defines the features concerning the regulation of the legal status of population in the Russian State in historical aspect. The author attempts to identify changes that influenced not only on rights, duties, responsibilities, powers of the population, but also on persons who considered to be population according to law rules.
