Constitutional law foundations of activities on increasing population's financial literacy

The research focuses on the state policy in the field of increasing population’s financial literacy. The aim of the paper is to study the status and prospects of constitutional law regulation of activities to develop population’s financial literacy and financial culture. The methodology of this study is composed of formal and legal, systematic and analytical and comparative legal methods. The paper reviews the peculiarities of legal regulation of the state policy to improve the financial literacy of the population in Russia. Based on the analysis of federal sources, as well as regional legislation and programs to improve financial literacy in the constituent entities of the Russian Federation, the authors conclude that it is advisable to adopt a federal law regulating the features of activities in the field of financial education. The findings of the study can be used in further studies of the state policy in the field of financial literacy, including legal regulation of educational activities in the field of personal finance management. The main conclusion of the study touches upon the need to provide legal regulation of the national state policy in the field of financial education at the level of Federal legislation.
