Constitutional and legal foundations of entrepreneurial activity as a guarantee of its implementation

The concept of constitutional guarantees for the free exercise of entrepreneurial activity in the Russian Federation is given. The positions concerning the state policy in the sphere of business relations are put forward and justified, the measures of state influence and support of the constitutional rights and duties of entrepreneurs are analyzed. It is noted that the fundamental, basic and primary prescriptions of the Constitution of the Russian Federation predetermine the content, conditions and procedure for carrying out entrepreneurial activity, consolidate the fundamental guarantees of entrepreneurs and form an “economic constitution” in their unity. He concluded that entrepreneurship is an important element of the market economy in the modern world. The pace of economic growth, the quality of the gross national product, the maintenance of healthy competition, the formation of new social strata of society is largely determined by entrepreneurship. The Russian Federation is no exception, the Government of the Russian Federation and state authorities are developing and implementing a number of measures to support small and medium-sized businesses in the country.
