Constitutional and legal principles as a guarantee of limitations of civil rights and freedoms

In the modern state human rights always withstand not less significant public (social and state) interests. Searching of meaningful compromise of these values is possible only on the base of the fundamental constitutional principles. The article is devoted to the first key principles which public authorities shall be obliged to follow in order to prevent unlawful limitation of human rights and freedoms.
