Constitutional and legal principles as a guarantee of legitimacy of restrictions of personal rights and freedoms of a man and a citizen

In modern state human rights always withstand not less significant public (social and state) interests. Searching for positive compromise between these values is possible only on the base of the fundamental constitutional principles. The article is devoted to the key principles which public authorities shall be obliged to follow in order to prevent unlawful limitation of human rights and freedoms.
