The article is devoted to topical issues of the implementation of constitutional rights of Russian citizens in the conditions of digitalization and globalization. Electoral rights and the right to freedom of thought and speech are considered. It is noted that in the context of preparations for the elections on September 19, 2021, an important aspect of the study is the question of technical and organizational preparation for remote electronic voting, which will be held this year in seven constituent entities of the Russian Federation. In this regard, the article touches on the regional aspect, reflecting the different living conditions of the population, analyzes the role of the Fundamentals of the State Policy of Regional Development for the period up to 2025 in the alignment and systematization of the management of the federal subjects of Russia. In addition, international cooperation in the field of protection of the rights and freedoms of citizens in the world of information technologies is considered.
