The article is devoted to the analysis of constitutional guarantees and problems of the realization of passive electoral right of a citizen of the Russian Federation. Under the conditions of applying the proportional electoral system the realization of passive electoral right has its special features. The author has proposed the lawful mechanisms, which will make it possible to consider the special features in the electoral legislation.
