Constitutional reform of 2023 in Uzbekistan under the leadership of President Sh.M. Mirziyoyev: comparative analysis of the Constitutions of 1992 and 2023 and their significance for building a legal social state

The article is devoted to a comprehensive analysis of the constitutional reform of 2023 in the Republic of Uzbekistan. The purpose of the study is to conduct a comparative analysis of the Constitutions of 1992 and 2023, identify the main changes and assess their significance for building a legal social state.The methodological basis was a comprehensive comparative legal analysis of two versions of the Constitution through systematic comparison of relevant articles, identification of new constitutional norms and assessment of the degree of expansion of existing provisions.The main results of the study show that the constitutional reform led to an increase in the number of articles from 128 to 155 and an update of 65% of the content of the Constitution. Uzbekistan is constitutionally enshrined as a legal, social and secular state. The catalog of human rights and freedoms has been significantly expanded, including the prohibition of the death penalty, the right to protection of personal data, access to the Internet, and academic freedom. Constitutional guarantees of socio-economic rights, public control over state bodies, and recognition of civil society institutions have been introduced.
