Constructing of "information inequality" problem: from state to civil society

The article considers transformation of "information inequality" into socially important problem from the position of social constructionism. It is shown that despite of significant social-cultural differences between the USA, European Union and Russia the main subject controlling the given problem is the state and all institutions of civil society act within the formed "big narrative". The ways to increase the role of institutions of civil societies in overcoming the information inequality are discussed.
