Content analysis of Russian and US Arctic strategies

The Arctic is of special interest for many regional and non-regional actors because of the great amount of natural resources and prospective sea routes in this region. In 2000s Russia and the USA have developed arctic strategies. In these documents, countries highlighted the main priorities and directions of their foreign and domestic policy in the Arctic. This article examines Russian and the US arctic strategies with the help of content analysis. To identify the priorities, the authors highlight keywords corresponding to the main directions of Arctic policy of circumpolar countries and then analyzevthe frequency of these keywords in Arctic documents. Thus, text content was converted to quantitative data and the differences between priorities of Russian and the US arctic policy were shown more clearly.
