Based on the content analysis the article makes an attempt to assess the documents of the Communist Party of the Soviet Union and the authorities of the Soviet state regarding the issues of municipal economy. It is concluded, that the appropriate decisions were made in the context of the modern urbanization process, but their implementation in the conditions of the Soviet system were impossible.
