The uncertainty of the operating conditions of enterprises caused by crisis phenomena in the economy can negatively affect the ability of an industrial enterprise to achieve its strategic and operational planning goals. Enterprise development management has its own characteristics, which consist in the need to take into account the impact of external and internal changes in the environment of the enterprise. The controlling system provides a solution to the problems of interaction between the departments of the enterprise, their coordination in the process of managing factors affecting the development of the enterprise. This applies primarily to the exchange of information and the coordination of solutions. This article is devoted to the development of a functional model for managing external and internal factors of enterprise development. The article considers methodological recommendations on the organization of a controlling system for managing the factors of development of a modern industrial enterprise. The general scheme of the organization of the controlling system for managing external and internal factors of enterprise development is presented.
