Control and methodological tools in the public procurement management mechanism

The article deals with modern concepts of improving the mechanism of public procurement management at the present stage. The main attention is paid to the study of the control function that contributes to the regulation of the organization and conduct of procurement procedures, monitoring the implementation of the procurement plan in various areas at the regional level. The methodological tools and control procedures of the contract system in the field of procurement in accordance with the regulatory framework adopted to regulate relations with municipal authorities on public procurement, as well as to determine the range of suppliers, the list of contractors and other performers for municipal needs of municipalities. The results of monitoring compliance with the requirements of Federal law No. 44-FZ «on the contract system in the field of procurement of goods, works, and services for state and municipal needs» at the regional level with an assessment of violations and shortcomings identified in order to develop management decisions to improve the efficiency of the public procurement system are analyzed. The functions of control bodies in the public procurement system that contribute to the distribution of areas of responsibility for controlled operations for the distribution of financial resources, ensuring compliance with modern legal requirements, are justified.
