Cooperation of small business and science in the development of rural areas

Over the past decades, small business in Russia has been experiencing slow development. This is especially evident in rural areas, although there are large land resources for this kind of activity, where one can grow eco-friendly products that are in demand all over the world. One of the reasons for this situation is that rural small businesses do not have restricted access to innovative technologies. This article proposes the creation of a Small Business Future Development Management Center (FDC) in each rural area. The cooperation of such center with scientific and educational institutions brings practical implementation of effective technologies to small business on the basis of mutual interest. These brand new technologies can be new not only in the field of production and processing of agricultural products, but also in construction, tourism development, collection and sale of the gifts of nature, etc. Small enterprises are then “crystallized” around these FDCs which provide the small businesses with both the competitive technologies and profitable contracts for their products. On the part of the Russian government the appropriate conditions must be created for their products to enter the world markets, so that funds appear for self-financing of regional development plans for 5-7 years. This is necessary for the implementation of projects for the construction of industrial and residential complexes (PZhK) in their area in order to attract graduates of agricultural universities and colleges. Considering that the center coordinates the activities of universities, research institutes, small businesses on the basis of voluntariness and financial interest, failing to fulfill the contract obligations by a member prevents it from further contracting. These measures are meant to provide real steps forward in reviving the rural areas of Russia.
