The model of intersection of state policy and ethnic demands of the Korean diaspora (non-indigenous in Russia) is representative in many aspects. The attitude towards Korean ethnic minority as well as other ethnic minorities was regulated by the central authorities both in pre-revolutionary and Soviet periods. The duality of the Soviet policy toward the Korean ethnic group became apparent in 1930s-1940s. The special resolution of the Supreme Soviet of the Russian Federation On exculpation of the Koreans in Russia marked the beginning of restoration of historical justice.
