Traditionally, the system of state and municipal procurement is considered very complex and confusing, placing suppliers (contractors) in an unequal position in comparison with the state customer in contractual relations. A large part of entrepreneurs try to avoid this system. In the context of the pandemic, a number of changes in procurement legislation were adopted.
