Adjustment of the indicators of the strategic plan for the socio-economic development of the city of Sevastopol in the context of sanctions and assessment from the perspective of stakeholders

Introductory part. The authors analyzed the composition and structure of the indicators of the Action Plan for the implementation of the Strategy (PMRS) for the socio-economic development of the city of Sevastopol until 2030.The annex to the document is quite deeply developed and contains 3 goals, 11 tasks and 184 indicators. In our opinion, this set of indicators is redundant and needs to be adjusted, in addition, the adjusted plan must be made available for evaluation by stakeholders and an approach for such an evaluation should be proposed. Purpose of the study. Systematize and evaluate the relevance of strategic indicators of socio-economic development, develop recommendations for their adjustment, taking into account the trends in regional strategizing and dependence on economic and political restrictions; propose a methodology for analyzing the adjusted scorecard based on the stakeholder theory Research methods. Multidimensional analysis of a set of indicators according to the proposed criteria, expert method, fuzzy logic, comparative analysis, stakeholder theory. Results. A modified table has been obtained, which presents 43 indicators of the strategic development of the city of Sevastopol. A model for assessing strategic development indicators from the standpoint of the stakeholder theory has been developed that allows taking into account the opinion of the population, business and administration in assessing the degree of implementation of a particular goal or plan. Conclusion. The adjusted set of indicators of the strategic development of the city of Sevastopol allows the administration to more clearly focus on the issues of monitoring, control and implementation of corrective measures. Target programs for the development of Sevastopol will exist, but, in our opinion, there will be less money flowing into the city. Consequently, we are talking about their more efficient use based on the development of control functions and the use of modern information and computer technologies.
