Corruption as a social problem

The article discusses corruption in the modern society. The author considers corruption as a social phenomenon that has clearly expressed system qualities. Also, the paper proposes to combat corruption with not only allegation support of the authorities, but with the help of political elites and the people living in a given territory by systematic covering of all the mentioned areas.
