Corruption environment as a restraining factor of the development of small and medium businesses in Russia

The article presents an assessment of the directions of the formation of a corruption environment in the field of entrepreneurship. Among them is the formation of a corrupt culture based on social rituals and expectations of gratitude, which form the social capital of civil servants. It is indicated that opinion polls and expert opinions confirm the problem of the development of a corruption environment as a deterrent to the development of small and medium-sized businesses in Russia. The need is expressed to transform the social rituals that form a culture of corruption through the intensification of the use of modern IT technologies and the digitalization of the provision of public services to small and medium-sized businesses.
