A brief analysis of the legal and specific conditions of the contract system in the procurement of goods, works and services for state and municipal needs

Purpose: Identify the specific conditions accompanying the activity of the subjects of the contract system in the procurement of goods, works and services for state and municipal needs. Methodology: Formal legal and comparative methods were used. Results: The conditions that accompany the activity of the subjects of the contract system in the procurement of goods, works and services for state and municipal needs, not related to the essential terms of the contract, but bearing binding on the parties, so-called «Normative certain» conditions. Novelty/originality/value: The article has some scientific value as regards legal relationships arising from the contract system in the light of the new «regulatory-defined» conditions required to account for the parties to procurement, and also shows the need for classification of such conditions and further study of their legal nature.
