Public relations are professional field of creative technologies and social mobility and it allows to seeing in PR-activity the constructive possibilities for reforming society and innovative development. In this essay the public relations is considered as cultural system or mode of reorganizing of turbulent reality by means of structuring communicative social environment. It is underlined the role of public relations in sustaining of social order and intercultural reconciliation in changing society.
