Creative industries in the parameters of economic complexity

The article is devoted to the study of a new paradigm of economic theory - the concept of economic complexity, which explains the phenomena in the economy of recent decades. It is proved that representatives of orthodox economic theory have solved the problem of explaining the mechanism of allocation of limited resources, but have not completed the study of structures and tools for the formation and functioning of the economy. It is revealed that the complexity of the economy is understood as the ability of agents of a particular territory, realizing the opportunities provided by non-tradable production resources, to produce diverse and complex products with comparative advantages; to form complex organizational and structural systems and enter into complex coordination relationships. Using tools different from the neoclassical ones: the phenomena of holism, emergence, self-organization, representatives of the economy of complexity were able to reveal the content, types, forms and ways of formation of ecosystems arising as a result of the transformation of the structure of the economy. Such transformations are perceived as a natural format of a post-industrial society, forming the basis for creativity, a resource for innovative development of territories and a factor of economic growth, which the regions of Russia need so much. The creative cluster is considered as an example of a complex structure, the formation of which to the ecosystem level has been completed with the participation of the state through the creation of the Network “Russian Center for the Turnover of Rights to the results of creative activity” (RCIS).
