The growing importance of human capital and the tightening of the struggle of cities for this resource in recent decades have become the central themes of the studies of culture and society. An actual problem today is the lack of effective solutions to the competitiveness of the urban environment. Aspects of cultural and tourist attractiveness, the level of development of the social sphere, the possibility of acquiring innovative professional knowledge and skills are considered. The need for a new cultural paradigm has been identified, which will form a different quality of perception of the city. The spread of the new paradigm should contribute to the preservation of historical heritage, the development of urban resources, the creation of new jobs and the promotion of tourism. The approach to the implementation of this idea is increasingly becoming the concept of «creativity», which has a number of different interpretations.
