Criminological characteristic of aglomeration as an environment for corruption

Introduction: the study of corruption criminogenic features that take place at the level of agglomerations is due to the need for a deeper knowledge of corruption in general and its criminal manifestations, as well as the special importance of the determination of corruption manifestations at the regional level and a more effective fight against corruption crime in the territories where the agglomerations are located and adjacent territories. Materials and Methods: to achieve the results of the study, the work of domestic scientists - specialists in criminology, mainly regional, was used. In addition, the study used work on regional economics, as well as economic, social and political geography, on complex agglomeration processes and the characteristics of agglomerations. General scientific and private scientific methods of research were used, which made it possible to analyze and summarize the materials collected by the authors from various sources related to the subject of the study. Relevant conclusions were drawn from the results of the study and new proposals were put forward that are important for improving the corruption situation in the territories under study. Results: characteristic features of agglomerations as specific systems of settlement of people are described. Criminological characterization of agglomeration as an environment of corruption production is given. The author's definition of agglomeration is proposed, which requires legislative consolidation at the federal level. Discussion and Conclusions: the author concludes that there are criminal, including corruption, factors in the development of the agglomerations of the Russian Federation, which causes the need for more active intervention of the state and society in the processes of agglomeration of territories, the need for planning, reform and social control of these processes.
