Criteria and methods to assess the potential for development of municipality’s social and economic system

The development of social and economic systems of the municipalities is a mandatory element of strategic management of the modern territorial entities. It is impossible to achieve orderly and efficient development without a comprehensive evaluation not only of the system’s modern state, but also the prospects of its future changes. The potential of territorial systems attracts researchers to use specific evaluation criteria and methods to ensure a fair and complete evaluation. Intensification of the resource use and infrastructure capacity of municipalities require development of advanced models of use obtained in the process of such an evaluation capacities, knowledge and data. The study presents a comprehensive method to assess the potential for development of territorial social and economic systems.
