Efficiency criteria for regional technoparks

At the current stage of development of the Russian Federation, scientific and technological development is becoming a determining factor in ensuring national security, competitiveness and economic independence of the state, in which the leading role is played by high-tech enterprises that have the necessary innovative potential and key competencies to solve the tasks set by the government to increase the share of high-tech products that meet global challenges. At the moment, it is clear that cooperation between science-intensive enterprises, taking place in accordance with production technologies, and the development of innovative, including civilian products, determines a new cooperative relationship. With the emergence of such a connection, it becomes necessary to link this production complex into one, or into a network structure. The unification of this kind of cooperative connection is necessary as part of any organizational form. The most suitable form of such an organization, in our opinion, is technoparks. However, the functioning of the activity of technoparks is carried out without taking into account the need to build cooperative ties with science-intensive and innovative enterprises of various sectors of the national economy. In such a situation, the question arises about the efficiency of the functioning of technoparks. In scientific periodicals, it is proposed to use either individual indicators characterizing the functioning of technoparks, or an assessment of the activities of technoparks created at the expense of public funds. Therefore, we can say that at the moment there is no scientifically grounded system for evaluating the criteria for the effectiveness of the activities of regional technoparks, which would be of a multifaceted nature. When developing a system for assessing efficiency, it is more expedient to proceed from the integrity of such a system that would take into account all aspects of the functioning of a technopark, since they are ultimately somehow connected with its economic efficiency.
