The article considers criteria for evaluating the effectiveness of the formation of cluster formations. A brief description of the cluster policy is given, which is an extremely important element for activating and improving the innovation environment of the region. The cluster is considered as a tool to increase the competitiveness of the regional economy. A methodological approach to the allocation of criteria for the effectiveness of cluster formations is disclosed, the essence of which is to consider the intersection and interrelation of the interests of cluster participants as a whole.
