Cross-cluster effects of interaction between fisheries and agro-food sector: contribution to food security in the Kaliningrad Region

Currently, the issue of food security is becoming the most significant for the Kaliningrad region due to increasing external economic pressure and restrictions in logistics. The exclave position of the region increases the vulnerability of economic ties and forces to find new models of economic and technological development based on the integration of industries and efficient use of resources. Thus, the purpose of this study was to substantiate the prospects for interaction between key clusters, namely the fisheries and agrofood sectors, which form the sustainability of the region’s food system. The methodology is based on the cluster and cross- cluster approach, comparative analysis of statistical indicators (volumes of production, consumption, self-sufficiency and economic availability of products), as well as the study of institutional conditions for cooperation. According to the concept of the cross- cluster approach, sustainable modern development of regions should take place on a common territorial and economic platform, at the junction of various technologies, competencies, infrastructures and markets, and not within each isolated industry. The study showed that the interaction of the two clusters can create a synergistic effect: rational use of by-products, joint development of logistics and infrastructure, integration of educational and scientific programs. The results of cooperation between the fisheries and agro-food sectors will help create conditions for increasing the availability of food and strengthening the region’s independence from imports. Thus, cross- cluster interaction should be considered as a strategic direction for sustainable socio- economic development of the Kaliningrad region.
