Project-oriented companies have specific strategy, specific organizational structure and specific project, programs and projects portfolio management culture. The article discusses issues related to the specific culture of project-oriented organizations in the management of projects and programs at various levels. The distinctive features of the project-oriented organization are described. It is proposed to use a new approach to the management of projects and programs that takes into account the impact of the learning organization model, the influence of management with limited resources and general quality management. The concepts of “project culture" and “subculture of projects and programs in the project-oriented company" are observed. The article describes possible barriers to the intercultural communication the project participants may face.
