Bolshevik cultural policy: lost possibilities of soft power

The idea that the first global project of the 20 th century is the Bolshevik project of world socialist revolution is given in the article. The author proves that the project has been partially realized because of the use of hard power. Ideological violence as the form of hard power is hidden by the methods and forms of soft power which are enlightenment, new printed media, new cinematography and literature, the use of club activity and library services.
