The cultural and historical heritage of the past was created in the states that ceased to exist. In this connection, a problem arises: who owns the heritage of the past. It is claimed by the successor states and states in which the heritage was after the collapse of a single country. Some modern states want to appropriate a cultural and historical heritage and declare it a national culture. However, this heritage was created at a time when modern states did not exist. Thus, the problem of determining the historical and cultural heritage belongs to the conflict potential.
