The cultural landscape and the moral ecological problems of the territory development

The article deals with the cultural landscape concept as an anthropogenic superstructure over the natural landscape, shows heuristic value of the concept. The author determines the place of a human in the cultural landscape, raises an issue of the moral ecology, and considers the culture of empathy with its division into personal and social (institutionalized) ones. It is emphasized, that the sustainable development of the region depends on the strength of the population, its level of social and cultural self-organization.
