The cumulative development potential of regional economies is the integrated commonality of objectively existing production opportunities (employment, fixed assets, entrepreneurial activity, information technology and institutional components, financial, natural resource and energy elements, as well as the entrepreneurial climate and production specialization) for the implementation of the process of expanded reproduction on the basis of a systematic approach, timely elimination of existing bottlenecks, and implementation of priorities. The cumulative effect in terms of the development of regional socio-economic systems is the concentration and impact of actions carried out in a certain clear direction. The article analyses factors that serve as criteria for the formation of potential for the development of regional economies of the constituent entities of the Federation. The analysis is carried out for polar regions of federal districts, which have the best and worst indicators according to indicative criteria included in the system of key characteristics of cumulative potential for development of regions...
