Power legitimation in terms of political modernization as a stabilization factor of the public advinistration system

The article discusses the technological aspect of the legitimation of power in the discourse of political modernization problems of governance based on the analysis of political practices. The author reveals the nature of renovation and change of power, pre-empting the state of public administration (stability, turbulence, openness). The concept of pre-printed forms and types of governance of para-political modernization paradigm helps to understand the legitimation of power in conditions of modernization with hybrid models of governance. The author considers the role of the institute of presidency in Russia in terms of political modernization.
