Timber processing cluster as a driver of the economy growth in the western regions of the Trans-Baikal territory

The article considers problem of poor implementation of the economic regulations of the territory planning acts. As a problem solution the authors suggest a new act for the economic development management with a step-by-step activities sequence aimed to implement the regulations of the territorial planning documents with application in the Western regions of the Trans-Baikal Territory. The authors distinguish and analyze the main economic activities and their alternations when transiting from the current situation to functioning of the regions as economic clusters. It is concluded that strategy of spatial development has promising outlook on the territory of the Russian Federation.
