Liberalism and conservatism as the basis of ideologies

This article presents the main views on state structure of outstanding people of the Russian Empire at its height at the turn of XIX-XX centuries, such as L.A. Tikhomirov, journalist, writer, public figure, and P.A. Milyukov, politician, historian and publicist. Special attention is paid to the role of traditions and innovations in state and public development.
